Do you like your current house, but feel like it needs a makeover? We have good news for you: if your house is in an Invest DSM Special Investment District (SID) you may be eligible for incentives to help pay for your renovation.
If you qualify for Invest DSM's Homeowner Renovation Program, you will receive a grant that offsets a portion of your renovation expense. You will also receive property tax relief in that you will not be taxed on the increased value of your renovated home for a full ten years.

How the Program Works
The Homeowner Renovation Program provides financial incentives that help homeowners in an Invest DSM SID renovate their homes.
Here's how the program works.
When Invest DSM approves your renovation project, you will receive a grant that covers 20% to 50% of your renovation costs, up to a total grant of $75,000. Your grant is fully forgiven within five or seven years if you stay in your home. If you move early, you’ll receive a prorated amount.
And to insure renovations are done right, Invest DSM requires your contractor to comply with their comprehensive Design and Construction Standards.

Invest DSM requires their developers to follow a strict set of Design and Construction Standards. This dictates how their developers handle critical elements like licensing, warranties, hazardous material remediation, code compliance, and a whole lot more.

Project Management
Managing any construction project is a challenge. Think of all the steps and tasks that must be coordinated: licensing, insurance, zoning, building code compliance, procuring construction materials and appliances, warranties, energy efficiency, scheduling, proper remediation of any hazardous materials found during the renovation. The list seems to go on forever.
And don't forget all the paperwork and documentation required by the Invest DSM Homeowner Renovation Program and the City of Des Moines Tax Abatement Program.

Your Property Tax Savings
Normally, when you improve your home, its value goes up, and so do your taxes. But with this program, you'll keep paying taxes based on what your home was worth before the renovation, i.e., your basis. This way, you get to pay less in taxes for 10 years, even though your house is worth more.
Here is the bottom line: You pay taxes for ten years on the pre-renovation basis, even through your post-renovation basis is much greater. This eliminates a large portion of your property tax liability while your equity grows. This saves thousands of dollars, significantly lowering your monthly payment and making a custom renovation surprisingly affordable.
